At 23 o'clock on the 23rd, at the site of the “8·23” flooding incident at the Hengtai Coal Mine in Boli County, Heilongjiang Province, the reporter saw that rescue workers were laying down pumping lines downhole, and several high-power pumps were continuously discharging underground water from the ground.

According to Dawn Xiaoqi, director of the Bureau of Safety Production Supervision and Bureau of Coal Management in Boli County, after the accident, local rescue workers immediately put into rescue operations, and the total number of rescue workers involved has exceeded 400. At 6:30 pm on the evening of the 23rd, under the continuous operation of rescue workers, the first set of drainage lines was laid and 100 cubic meters of water per hour could be drained. At 21:30, the laying of the second set of drainage pipelines was completed. The total drainage per hour reached 160 cubic meters. It is estimated that the total volume of underground water is about 40,000 cubic meters. At present, the third set of drainage pipes with an hourly discharge capacity of 200 cubic meters is being laid on the site of the accident. After the completion of the laying work, the rescue work will be greatly accelerated.

It is understood that Hengtai Coal Mine in Boli County of Heilongjiang Qitaihe was the second batch of closed mines in Heilongjiang Province in 2007, and later became an integrated mine with an annual approved production capacity of 30,000 tons. According to preliminary investigations, the mine was illegally mined by unauthorized personnel and caused accidents during the mining process.
