The "Rare Earth New Material Testing and Evaluation Industry Center" declared by Baosteel Rare Earth Institute was approved by the Ministry of Industry and Information Technology. In the future, Rare Earth Institute will lead the construction of the only "Rare Earth New Material Testing and Evaluation Industry Center" in China, which is of great significance for accelerating the healthy development of the rare earth new material industry and providing strong new material support for "Made in China 2025".

New rare earth materials include magnetic, optical, electrical, thermal, catalytic and other functional materials. It is one of the indispensable key materials for countries in the world to implement new energy strategies, develop high-tech and cutting-edge defense technologies, and transform traditional industries. However, at present, the development of the rare earth new material industry cannot meet the development requirements of "Made in China 2025". Qian Yong, an academician of the Chinese Academy of Engineering, pointed out at the 10th China Baotou Rare Earth Industry Forum that key materials are still the bottleneck restricting "Made in China 2025". Hao Qian, a senior engineer of the rare earth institute who has been engaged in rare earth analysis and testing for a long time, introduced that the performance testing and evaluation of new materials runs through the entire process of R & D, pilot test, production and application of new materials. China's rare earth new material industry has an important role from big to strong.

In recent years, China's rare earth new material testing service industry has achieved rapid development, but there are also problems such as weak public service capabilities, imperfect testing and evaluation systems, and the lack of a high-level comprehensive testing and evaluation platform. It is urgent to establish a national-level evaluation and testing platform . The state attaches great importance to the construction of a collaborative innovation system for the new material industry. The "New Material Industry Development Guide" lists "building a new material performance test and evaluation center" as one of the three new material innovation capacity building projects. In January 2018, the Ministry of Industry and Information Technology and the Ministry of Finance formulated the "National New Material Test and Evaluation Platform Construction Plan", which will accelerate the construction of new material test and evaluation platforms for rare earth and other industries.

It is understood that as the largest comprehensive rare earth scientific research institution in China, Rare Earth Institute has a strong equipment level and a team of personnel in the analysis and testing of rare earth raw materials and functional materials. Especially since 2017, the Rare Earth Institute has formulated the "Rare Earth New Material Test and Evaluation Platform Construction Program", increased the investment in test and evaluation infrastructure, instruments and equipment, and strengthened the training of professional and technical personnel, with a total investment of nearly 60 million yuan for purchase The test and evaluation equipment and the development and application performance test device of rare earth new materials can meet the requirements of the rare earth new materials test and evaluation industry center in terms of software and hardware conditions.

In the future, the Rare Earth New Materials Testing and Evaluation Industry Center will serve the Inner Mongolia and the entire rare earth industry.
