Ray Noble, a photovoltaic expert at the British Solar Energy Association, said the European Commission's (EC) investigation into alleged dumping and illegal subsidies for Chinese solar PV products could be resolved peacefully.

Today, Noble spoke at the Cornwall Large Solar Conference hosted by publisher Solar Media. The latest industry rumors indicate that the EU will reach an agreement with China before June to alleviate solar developers' concerns about traceable tariff actions.

Noble told the guests: "The latest rumor is that the trade war will be resolved by June; China and Europe will reach an agreement, and then we can move forward again." He added: "No one wants to trade. In the war, solar energy is only a small matter in terms of total business volume, and China and the EU have already resolved it."

Recently, Chong Quan, deputy representative of the Chinese Ministry of Commerce, called on the EU to "seriously consider China's proposal and resolve disputes through dialogue" to "find a solution acceptable to both sides."

The EC plans to announce interim measures to be taken in early June, before the European Council voted on the proposal. However, an agreement that the parties may reach will mean the termination of the investigation.

The uncertainty brought about by the EC investigation has already had a major impact on the UK solar industry, and the threat of retroactive tariffs forced a large number of projects to be abandoned.

Since March, EU component prices have risen due to the registration of PV modules imported from China to cope with possible retroactive tariffs and the anticipated shortage of supply thereafter.

China has also postponed a resolution on tariffs on polysilicon imported from the European Union, the United States and South Korea until the European Commission has concluded its anti-dumping investigation. China’s recent move is seen as a consolation to continue the agreement negotiations.
