According to a notice issued by the National Development and Reform Commission recently, in accordance with the average investment and operating costs of the society, with reference to the bidding price of solar photovoltaic power plants and the status of solar energy resources in China, the national unified benchmark on-grid tariffs are implemented for non-tendered solar photovoltaic power generation projects. Among them, the solar photovoltaic power generation project approved for construction before July 1, 2011, completed and put into operation on December 31, 2011, and the National Development and Reform Commission has not yet approved the price, the on-grid price is uniformly approved at 1.15 yuan per kWh. For solar photovoltaic power generation projects approved on or after July 1, 2011, and solar photovoltaic power generation projects approved before July 1, 2011 but not yet completed and put into operation as of December 31, 2011, every kilowatt is still implemented except Tibet. At the time of the 1.15 yuan on-grid tariff, the rest of the provinces (autonomous regions and municipalities) have an on-grid price of 1 yuan per kWh. According to reports, the electricity price is divided into two standards according to the time of approval and production, mainly considering the current decline in raw material costs in the photovoltaic power generation industry. In fact, the electricity price standard determined by the National Development and Reform Commission is only for those enterprises whose electricity prices have not been licensed, and the photovoltaic power generation projects that are subject to tender and financial subsidies are excluded from the benchmark electricity price set by the National Development and Reform Commission. The National Development and Reform Commission stipulates that the enterprises that have passed the license bidding will still implement the electricity price standard according to the bid price, and the bidding price shall not be lower than the national benchmark electricity price. At the same time, the photovoltaic power generation project that enjoys the central financial subsidy will still implement the price standard of the local desulfurization coal-fired unit. Since the National Development and Reform Commission has set the national minimum benchmark electricity price at 1 yuan, it also means that China's photovoltaic power prices have officially entered the 1 yuan era. 1 yuan, for most companies engaged in photovoltaic power generation in China, the significance is extraordinary. Before the National Development and Reform Commission issued the national unified benchmark electricity price, the industry generally regarded the licensed tender price as a “standard”. In July 2009, China’s first photovoltaic power generation concession bidding project once provoked a minimum price of 0.69 yuan, which was considered by the companies involved in the bidding as “disorders” because of the current cost calculation and electricity price. The lowest is unlikely to be less than 1 yuan. In the end, the on-grid price of the Dunhuang 10 MW power generation project was finally determined to be 1.09 yuan. One year later, in August 2010, the National Development and Reform Commission again franchised the 13 photovoltaic power generation projects across the country, and finally determined that the minimum on-grid price was 0.7288 yuan / kWh, and the highest on-grid price was 0.9907 yuan per kWh. The National Energy Administration official said that for the photovoltaic power generation market, the electricity price generated by the previous concession bidding is subject to various conditions of project location and investment cost, so the winning bid price is not the same, and it does not truly represent the national cost level. . The official said that the benchmark price determined by the National Development and Reform Commission was calculated based on the average cost of the major photovoltaic power generation enterprises in the country. Before the introduction, they have already had sufficient discussions with these major photovoltaic power generation companies, and the market is recognized. However, despite this, the photovoltaic power generation entering the 1st dollar era is still much higher than the ordinary thermal power price, and there is still a long way to go from large-scale marketization and network access. The above-mentioned National Energy Administration official said, "In the future, with the reduction of costs and the maturity of the market, the national standard of photovoltaic electricity prices will be further reduced to further cultivate the photovoltaic power generation market and the industrialization of solar energy utilization."
